House of Commons seat allocation by province 2022 to 2032
On October 15th 2021, the Chief Electoral Officer (CEO) calculated the House of Commons seats to be allocated to each province using the Representation Formula found in the Constitution and the population estimates provided by Statistics Canada.
On June 27, 2022, the CEO had to redo the calculation in light of the Act to amend the Constitution Act, 1867 (electoral representation), which amended Rule 2 of subsection 51(1) of the Constitution Act, 1867 (the Grandfather Clause). The new calculation changed the number of MPs assigned to Quebec from 77 MPs to 78 MPs, which is the same number of MPs that Québec had in the 43rd Parliament.
This seat allocation will only take effect when new Representation Orders come into force. Consult the federal redistribution timeline to find out more.
|Province/ Territory||Population Estimate||÷ Electoral Quotientfootnote1||= Initial Seat Allocation||+ Senatorial Clause||+ Grandfather clause||+ Representation Rule||= Total Seats|
|Prince Edward Island||164,318||2||2||-||-||4|
|Newfoundland and Labrador||520,553||5||1||1||-||7|
Return to source of footnote 1 The total population of each province is from Statistics Canada's quarterly estimate of July 1, 2021. The electoral quotient is obtained by multiplying the quotient of the last decennial redistribution (111,166) by the average of the population growth rates of the 10 provinces (9.647%) in the last 10 years. The new electoral quotient thus calculated is 121,891. The number of seats initially allocated to each province is calculated by dividing the population number of each province by the electoral quotient. This figure is then rounded up to the next whole number.
