Dear Electoral Boundaries Commission,

I read with interest your interim report, recently distributed with the Winnipeg Free Press. Thank you for providing this information.

I have one small suggestion to offer to you. I do not wish to make a presentation at any of your hearings; I am satisfied to submit my proposal by e-mail. In support of my suggestion, I attach a copy of a spreadsheet which I assembled. Most importantly, this spreadsheet shows the percentage that the population of each proposed electoral district would be over or under the provincial average.

I accept that the over/under statistics range from -7.03% to +4.77%. This is well within the range required by the Electoral Boundaries Act. However, there is one small adjustment that could make things a tiny bit better. I refer to the boundary between Brandon-Souris and Portage-Lisgar.

This boundary runs north-south along concession roads, with a slight jog about halfway from north to south. Brandon-Souris is well below the provincial average (third lowest by percentage) while Portage-Lisgar is the furthest above the provincial average. A slight shift of the boundary could bring each electoral district a bit closer to the provincial average.

I suggest that the southern half of the boundary between Brandon-Souris and Portage-Lisgar be pushed west to make it a straight north-south line. This would transfer some voters from Portage-Lisgar to Brandon-Souris, bringing both electoral districts closer to the provincial average.

I realize that there are reasons other than size for setting electoral boundaries; I accept this and realize that these reasons may be more important to your decision-making than my simple numerical concern.
