It's clear that no one has visited this area. Urban and rural areas face many different issues that require different representation. Infrastructure in a city obviously is different from rural infrastructure. You simply cannot lop the 2 together, it doesn't work. Services in both areas are different, social services are separate, housing needs vary. Do your homework and be better.
