Issue With Current Proposal 
Hastings-Lennox & Addington-Frontenac 

Too many communities of interest within one riding 

  • Highlands East is dependant upon the village and county of Haliburton
  • North Kawartha and Havelock-Belmont-Methuen are dependant upon the city and county of Peterborough
  • Hastings Highlands, Carlow-Mayo, Faraday, Wollaston and Limerick are dependant upon the town of Bancroft, city of Belleville, and county of Hastings
  • Marmora and Lake, Tudor and Cashel, Madoc, Tweed, Stirling-Rawdon and Centre Hastings are dependant upon their villages and the city of Belleville and county of Hastings
  • Tyendinaga Township and Mohawk Territory are dependant on the city of Belleville, the town of Napanee, and the county of Lennox-Addington
  • Stone Mills and Loyalist including Amherstview, Odessa, and Bath are dependant upon the town of Napanee, county of Lennox-Addington, and the city of Kingston
  • Addington Highlands is dependant upon the towns of Bancroft, Tweed and Napanee

Rationale For Alternate Proposal

  • No increase or decrease in number of ridings, all within population tolerance of +/- 25% of median 116,590 (87,443 to 145,737)

Better reflections of communities of interests and dependencies 

  • Haliburton-Kawartha Lakes-Brock, Peterborough, Gananoque-Brockville-Prescott no increase in communities of interest from what the Commission has proposed
  • Hastings – communities of interest become Belleville, Trenton and Bancroft, easily connected by Highways 401, 2 and 62, Belleville to Bancroft 112 km in 1.5 hours, Belleville to Trenton 18 km in half an hour
  • Loyalist – communities of interest are Belleville, Picton, Napanee and Kingston, easily connected by highways 401, 2 and 33, Belleville to Picton 35 km in half an hour, Belleville through Napanee to Kingston 82 km in 1 hour 
  • For Loyalist riding, reduces distance between communities of interest from 546 km and 8 hours to 215 km and 2.5 hours of travel 

Historical connection between Prince Edward and Lennox-Addington 

  • Homogenous settlement of the two counties by indigenous peoples
  • Contiguous settlement by United Empire Loyalists after 1783 expulsion from the newly formed United States
  • Subsequent naming of townships for the children of King George III were three in each county: Frederick, Ernest and Adolphus in Lennox-Addington, and Amelia, Sophia and Mary in Prince Edward County (named after their brother, heir to the throne, and father of Queen Victoria)

Shared Government Service Delivery

  • Through the years, services for the two counties have been administratively combined by both federal and provincial ministries, the most notable today being:
  • Community Futures (multi-million dollar federal business support organization)
  • Social Services (third highest area of expenditure in the provincial government)
  • Housing (high provincial priority in the area)

Growing Into The Proposed Boundaries 

  • In the proposed Loyalist riding there are two particular areas of exponential population growth that would serve to increase the voter population over the next 10 years. Loyalist Township in Lennox-Addington – the towns and villages of Amherstview, Bath, Odessa, Conway – has seen a 23% increase in residential development permits from 2020 to 2021, and is on track for a 25% increase in 2022. The City of Belleville north of the 401 has seen an increase in residential permits of 28% over the last year.

Political connection between the counties

From 1925 to 1968, the counties were connected as the federal riding of Prince Edward-Lennox riding, represented by:

Additional Area Of Interest For The Commission .....

  • Add population of northern Leeds-Grenville to the riding of Gananoque-Brockville-Prescott to improve that area's community of interest, and add City of Kingston north of 401 to new Loyalist riding to improve that area's community of interest
  • Brings new Loyalist riding closer to population median
  • Increases Gananoque-Brockville-Prescott to make up for loss of population from city of Kingston
  • Decreases Lanark-Frontenac and improves community of interest in that riding
