On behalf of Scarborough Health Network, our three hospitals and eight satellite sites which are all located in Scarborough, I would like to share our perspective regarding the Federal Electoral Boundaries Commission for Ontario's report on the realignment of the electoral boundaries. This submission specifically addressed the Commission's recommendation to eliminate the riding of Scarborough – Agincourt and render Scarborough to 5 representatives.

We know that democracy depends on fair and equitable representation at all levels. Given that federal electoral boundaries are conventionally mirrored at the provincial and municipal levels, it concerns SHN that Scarborough will be losing strong voices of advocacy across the board as a result of this decision. Scarborough is a microcosm of Canada, with 73% of our population being visible minorities and 57% immigrants, it is important to ensure these voices are heard. We also note that there is significant planning underway across north Scarborough to redevelop and rezone areas for high urban density in the coming years which will inevitably lead to an increase in our populations and demands on health care services.

It is our firm belief that reducing the number of Scarborough voices in Parliament will lead to less civic engagement, less advocacy for the very real issues faced by our community and less accountability for our residents and taxpayers. It is our hope that the Commission will take these factors into account as you begin your public consultations with key parties and stakeholders.
