Good evening Your Honour and Commissioners.
I am Simon Zhong, executive director, Toronto Community & Culture Centr
I agree with lots of what was said tonight in defending Scarborough and the seats.
I will add that it is very important to protect minority representation.
In a ward like Scarborough North, there is 91% visible minorities and 70% immigrants.
This is an area that needs more representation, not less.
In 1993, Canada's federal court reversed a decision in the riding redistribution that moved French communities into English communities.
The reason was to protect minority representation.
It is now 2022, and I see this happening in Scarborough North, where 91% visible minorities are being moved once again.
This is not fair, and it is not right.
I work in the community, and I know how important it is to have consistent and effective representation.
Please reverse this proposal to remove or reduce Scarborough North.
I support putting back 6 ridings in Scarborough and 25 total in Toronto.
