Your Honour and Professors:

In 1961, I was only 4 years old when my family moved to a house on Brimley Rd in the C.D. Farquharson Community. At the time, I would go-kart and bike up and down the gravel road that was Brimley Rd. In 1972, my father was one of the founding members of the C.D. Farquharson Community Association.

In 2016, I myself became the President of the C.D. Farquharson Community Association. As the current President and life-long resident of this community, approaching 70 years old and still proudly living on Brimley Rd, I offer the following recommendations:

  1. The C.D. Farquharson Community is integrated and connected to Scarborough North, not to Scarborough-Rouge Park. Your proposal carves out and moves our community to a constituency that we do not belong in.

Our residents consider ourselves a part of Scarborough North. Our students attend schools in Scarborough North; Agincourt Collegiate on Midland Ave, and Henry Kelsey middle school on Huntingwood Dr. Our families go to the Agincourt Recreation Centre on Glen Watford Dr. Our entire community infrastructure is in Scarborough North.

We have been split up before. Prior to 2003, Scarborough-Agincourt bordered us at Midland Ave as it always has. Then from 2003 to 2015, Scarborough-Agincourt's boundary moved east to Brimley Rd; this was a mistake because it split the C.D. Farquharson Community in half. Then in 2015, the mistake was corrected; Scarborough-Agincourt's boundary moved back to Midland Ave where it should be. Let's not repeat the mistakes of the past.

Recommendation: Maintain Scarborough North's boundary with Scarborough-Agincourt at Midland Ave; and return the C.D. Farquharson Community to Scarborough North.

  2. The C.D. Farquharson Community has historical connections to the Scarborough City Centre community south of Highway 401.

After reviewing your website, it appears you are trying to rebalance populations between constituencies. As such, if Scarborough North must expand to include more communities, then it would only make sense to move the southern boundary to Ellesmere Rd.

We have been connected to this area before. Prior to 2003, Scarborough-Agincourt's southern boundary was Ellesmere Rd; and prior to 1996, Scarborough North's predecessor constituency, Scarborough-Rouge River, it too had its southern boundary at Ellesmere Rd.

Recommendation: Move Scarborough North's southern boundary to Ellesmere Rd; this is the historical former boundary, should you wish to expand the constituency.

In 2022, this year, the C.D. Farquharson Community Association has marked our milestone anniversary of 50 years. We are one of the oldest communities in the original Agincourt Village founded 164 years ago.

Now is a time to honour the community's history, not the time to divide the community. If I can provide you with any further history or information to assist you in revising your proposal, do not hesitate to get in contact with me.

Yours truly,

Mr. Gary Loughlin
President,
C.D. Farquharson Community Association
