Southern Milton neighbourhood is a relatively new (and growing neighbouring), both the SouthWest and SouthEast part of the town are more similar to each other than SouthWest and NorthWest (older neighbourhood). This modification will allow the 2 more similar quarters of the town to be in the same district.
