I am a resident of Findlay Creek, in the current Ottawa riding of Carleton. I am writing in response to the Commission's proposal to amend the delineation of the Carleton riding to put Findlay Creek area in the Ottawa South riding, to better suit the community.

Recommended changes to Commission's Proposal – Carleton
a) SUBTRACT -14,171
b) ADD +1,978
c) ADD +4,681
NET subtraction of population: -7,512
NEW proposed population: 112,225 (-3.7% 2022 Quota)
Rationale for proposed population: The riding of Carleton is the second fastest growing riding in Canada. From 2016-2021, the riding population grew by 27.7%. Therefore, redistributing the riding boundaries to a population lower than the 2022 Quota, but still within the Commission's stated variation range, will quickly be exceeded by the continued surging population growth.
a) SUBTRACT Findlay Creek: transfer to Ottawa South
Rationale: Findlay Creek is a suburban community of interest that is closely situated and related to the communities of Ottawa South, rather than the rural communities directly south of it in the riding of Carleton.
Findlay Creek contains a significant population of Arabic speakers, a community of interest that is more closely aligned with Ottawa South Census demographics (7,460 Arabic Mother Tongue, 6% Population) vs. Carleton Census demographics (4,945 Arabic Mother Tongue, 4% Population). Additionally, many Muslim community members in Findlay Creek congregate at Masjid ar-Rahmah, located in the riding of Ottawa South.

b) ADD Boundary Road: maintain current boundary
Rationale for Commission: This follows the City of Ottawa eastern municipal boundary and is the existing boundary for the riding of Carleton. Maintaining the existing municipal boundary allows for coordination of services between the federal and municipal representatives.

C) ADD West Carleton: unite with Carleton
Rationale: West Carleton is a rural community of interest that deserves to have a local MP that also represents rural communities in Carleton. It is contrary to the rural communities of interest within the municipal boundaries of the City of Ottawa to be represented by two Eastern Ontario MPs (Lanark—Frontenac and Algonquin—Renfrew—Pembroke) with ridings that are centered far away from Ottawa.
This follows the City of Ottawa western municipal boundaries and is the existing boundary for the riding of Kanata--Carleton. West Carleton should be included in Carleton, therefore uniting rural communities of interest within the City of Ottawa with one MP to represent them.
