Proposed boundary: Change Elgin-Middlesex-Thames back into Lambton-Kent-Middlesex

Justification:
- Within population parameters: Estimate of 120,247
- Removes Zorra municipality from proposal
- Does not split Thames Centre municipality
- Does not split Dawn-Euphemia municipality
- Absorbs sufficient population from London
- Keeps Kettle-Point Reserve in same federal area as their service partners and providers
- Largely maintains historic boundaries of Lambton-Kent-Middlesex
