Consists of:
- that part of the City of Haldimand County lying easterly of a line described as follows: commencing at the intersection of the northeasterly limit of said city and Caistorville Road; thence generally southerly along said road to Haldimand-Dunnville Townline Road; thence generally southerly along said road and its intermittent productions to the northerly shoreline of Lake Erie;
- that part of the City of St. Catharines lying westerly of a line described as follows: commencing at the intersection of the southerly limit of said city and the southerly production of First Street Louth; thence northerly along said production and said street to Twelve Mile Creek; thence generally northeasterly and generally northwesterly along said creek to Highway 406; thence westerly and generally northerly along said highway to Queen Elizabeth Way; thence westerly along Queen Elizabeth Way to Third Street Louth; thence northerly along said street, Courtleigh Road and its northerly production to the northerly limit of said city (Lake Ontario);
- that part of the City of Thorold lying northerly of Highway 20 (partly common with Lundy's Lane);
- the towns of Lincoln and Pelham;
- that part of the Town of Grimsby lying southerly of the Niagara Escarpment; and
- the townships of Wainfleet and West Lincoln.
