Consists of

1. that part of the City of St. Catharines lying westerly of a line described as follows: commencing at the intersection of the southerly limit of said city and the southerly production of First Street Louth; thence northerly along said production and said street to Twelve Mile Creek; thence generally northerly along said creek to Highway 406; thence westerly and generally northerly along said highway to Queen Elizabeth Way; thence westerly along said way to Third Street Louth; thence northerly along said street, Courtleigh Road and its northerly production to the northerly limit of said city (Lake Ontario);
2. the towns of Grimsby, Lincoln and Pelham; and

(c) the townships of Wainfleet and West Lincoln.
