Good afternoon,

As a resident of Winnipeg and with the viewpoint of being the City Councillor for Charleswood-Tuxedo-Westwood, I am requesting:

The entirety of the neighbourhood of Tuxedo be included in the federal riding of Charleswood-St. James-Assiniboia-Headingley.  Currently it is split between two ridings: Charleswood-St. James-Assiniboia-Headingley and Winnipeg South Centre.

It should be noted Charleswood-St. James-Assiniboia-Headingley is slightly under the population average per riding.  By including the entirety of Tuxedo (east to Kenaston Blvd) the population will be sufficient to rectify this discrepancy.

The case for rejoining Tuxedo is the neighbourhood is currently split between two federal ridings, which divides the community of interest, as laid out in the federal legislation.

Almost my entire City Council ward currently falls within the federal riding of Charleswood-St. James-Assiniboia-Headingley, and by rejoining the neighbourhood into one federal riding, it makes logical sense.  I foresee no consequences in putting the entirety of the neighbourhood into Charleswood-St. James-Assiniboia-Headingley and believe it would be welcomed by residents.

I would also note that due to the growth of population in the federal riding of Winnipeg South, it would also make logical sense to move the entirety of the provincial riding and neighbourhood of Fort Whyte north and include it in Winnipeg South Centre.

Fort Whyte is continuing to grow in population and that future growth should be taken into consideration.  If Fort Whyte was added to Winnipeg South Centre, it should result in that riding being almost on par with the average provincial riding. By making this change, it will reduce the population of Winnipeg South to bring it more in line with the provincial average per riding.

In conclusion, with these two changes it will resolve the population discrepancies in all three federal ridings: Charleswood-St. James-Assiniboia-Headingley, Winnipeg South Centre, and Winnipeg South.  These changes would keep communities of interest together and is the least complicated way to solve the current population discrepancies to make all three federal ridings equal in population.
